Who We Are

The Juvenile Court Project (JCP) is a non profit legal assistance program of the Allegheny County Bar Foundation. Their mission is to advocate for the interests and protect the legal rights of indigent parents whose children are the subjects of Juvenile Court dependency and termination of parental rights proceedings in Allegheny County.

Parent advocates are licensed attorneys who specialize in assisting parents:

  • who are accused of abusing or neglecting their children.
  • whose children while subject to compulsory school attendance are habitually truant.
  • whose children habitually disobey their parents, are deemed ungovernable, and are in need of care, treatment, or supervision.

Documents
Applicants should bring the following:

1. Parents must show proof of annual household income at intake. Examples include DPW and SSI printouts, pay stubs, W-2 forms, and child support orders.

2. Parents should bring all paperwork associated with the case. Examples include CYF and Juvenile Court documents, medical records, and housing information.

3. Parents should provide the names and telephone numbers of potential witnesses. Examples include doctors, therapists, school officials, and probation officers.

Information
The JCP also accepts applications for representation at Juvenile Court on most Wednesdays and Fridays from 8:30 a.m. to 12:00 p.m. but only for parents who have dependency hearings scheduled on those days. Intake is not complete until the applicant provides proof of income and attends an Intake Orientation session conducted during Intake Hours at the JCP office. Additionally, the JCP conducts a weekly law clinic at the Allegheny County Jail.

The JCP may conduct intake via mail, telephone, or facsimile when an applicant is unable to come to the JCPoffice or when coming to the JCP office would present a considerable hardship for the applicant. Such situations would include, but are not necessarily limited to, applicants who are either incarcerated, in an inpatient treatment program, live out of state, or are medically frail.
