Who We Are
The Education Law Center (ELC) is a non-profit legal advocacy organization dedicated to ensuring that all of Pennsylvania’s children have access to a quality public education.
ELC’s Education Client Assistance Program (ED-CAP)
ELC provides information, referrals, legal advice, and advocacy to families, youth, caseworkers, attorneys, judges, community members, etc. statewide through its Education Client Assistance Program (ED-CAP). They provide this service free of charge. Because they have limited staff, they may not be able to return calls that are not related to areas of their current work. Some callers may not speak with a lawyer but may receive information, a publication, or a referral regarding their issue or question. They provide legal advice to a limited number of callers and direct representation in a few cases that have the potential to impact numerous students.

- Call them at 215-238-6970 (Philadelphia) or 412-258-2120 (Pittsburgh). You will be asked to leave a message identifying your question or issue and a phone number where you can be reached. If they need additional information or believe they may be able to assist you, someone will respond to the message within approximately two to three days. Please note that their response to your question does not establish an attorney-client relationship.
