City Bar Justice Center – Homeowner Stability Project
Who We Are
The Homeowner Stability Project (HSP) provides legal services and advice to low income or otherwise vulnerable New Yorkers, either directly or through partnerships with pro bono attorneys.
The project focuses on services in the following areas: reverse and standard mortgage default and foreclosure defense; legal assessment, budgeting and financial planning for home retention including retirement planning and transfers of property following the death of a head of household; and property tax and water/sewer lien exemptions, abatements and workouts.
HSP enables clients to retain their homes whenever possible through litigation and helping to obtain loan modifications and other negotiated settlements, transfers of title, and property tax exemptions.
The project provides assistance to clients currently facing foreclosure, as well as those to whom it may become a threat. When HSP is not able to provide assistance, the client will receive a referral to an appropriate organization following an assessment of the legal need.

- Consultation and advice
Limited Representation: applications for loan modifications and other loss mitigation; representation in foreclosure settlement conferences but not in the underlying foreclosure action.
Full Representation: in a small number of cases the project agrees to defend the underlying foreclosure action. In other cases, litigation related to the foreclosure settlement conference process is necessary in order to ensure the process works.
