Who We Are

APEX is dedicated to opening opportunities to individuals with criminal histories by helping them through the pardon or expungement process. If you are eligible, APEX can provide one -on-one assistance through each step of the process to help you apply.

The APEX staff and volunteers are not attorneys and are not working with an attorney, and therefore cannot give you legal advice. If you are in need of legal advice, you will need to consult with an attorney.

Eligibility Restrictions

To be eligible to participate in APEX’s program, you must meet one of the following requirements:

– You have not been arrested, incarcerated, or on probation or parole in the past 3 years, or
– You have never been found guilty of an adult offense.

You must also meet all of the following requirements:

– You have no pending or unresolved charges.
– Your offenses are in the State of Delaware.
